A 28-year-old “gotaway” migrant has been arrested and charged with rape after he was previously released by a state court, despite his violent rap sheet.In a Friday statement from the Boston, Massachusetts, field office, the U.S. Immigration and Customs Enforcement (ICE) announced the arrest of Jorge Luis Castro-Alvarado. He was arrested in Lynn, Massachusetts, on August 1.ICE’s Enforcement and Removal Operations (ERO) Boston branch said that the migrant “unlawfully entered the United States before making his way to Massachusetts and allegedly victimizing a resident here.” The Guatemalan immigrant had entered the U.S. without being inspected, admitted or paroled, ICE says. Officials are still determining exactly when and where Castro-Alvarado first entered American soil. In February, ERO Boston lodged an immigration detainer against Castro-Alvarado after he was arrested for assault and battery on a family or household member.MIGRANTS FORM ‘CONSTELLATION’ OF TENTS OUTSIDE OF MEGA SHELTER IN NEW YORK CITY: REPORTThe migrant had later been convicted of the assault and battery charge, and was sentenced to eighteen months in prison. The Lynn District Court later lowered the prison sentence to six months.According to ICE, the Essex County Superior Court arraigned Castro-Alvarado for two counts of rape and indecent assault and battery on a person over 14 years old in April. In defiance of ICE’s detainer, the court later released the suspect on bail without notifying immigration officials.NYC SECURES $106M IN FEDERAL FUNDING FOR REIMBURSEMENT OF MIGRANT COSTS AFTER MONTHS OF DELAYS”The Essex County Superior Court released Castro from custody on bail without notification to ERO Boston despite an active immigration detainer in place,” ICE’s reported. “The court placed several conditions on Castro’s bail, including a GPS electronic monitoring requirement before releasing him back into the community.””Castro posed a significant threat to the members of our community,” ERO Boston Field Office Director Todd M. A serial killer known as the “Hollywood Ripper” and the “Boy Next Door Killer,” who has already been sentenced to death for two murders in Southern California in 2001 and 2005, has been extradited to Illinois for the 1993 murder of an 18-year-old. Michael Gargiulo, 48, has been charged with the August 1993 murder of Tricia Pacaccio, 18, who was found by her father outside of her home in Fairview, Illinois, after spending an evening with friends, according to FOX 32. “Michael Gargiulo, was a friend and classmate of the victim’s brother. The defendant’s residence was located one block from the Pacaccios,” Cook County Assistant State’s Attorney Ethan Holland told reporters from the courthouse in Skokie, Illinois, on Friday. Gargiulo was a suspect during the initial investigation, but he wasn’t linked to the crime through DNA until after he had left for California where he killed Ashley Ellerin, 22, in 2001 and Maria Bruno, 32, a mother of four whose breasts were cut off during her killing, in 2005. CIGARETTE BUTT HELPS WASHINGTON POLICE HUNT 1980 MURDER SUSPECT ACROSS COUNTRY: ‘I WAS HOOKED IN THIS CASE’Actor Ashton Kutcher testified at Gargiulo’s trial for Ellerin’s murder that he was supposed to pick her up for a date that night in 2001, but she had been murdered by the time he arrived at her house. She was stabbed 47 times. Gargiulo allegedly also attempted to murder another woman in the Los Angeles area in 2008. ‘HOLLYWOOD RIPPER’ MICHAEL GARGIULO ‘LIKED TO WATCH DEATH’ AFTER INFLICTING PAIN ON HIS VICTIMS: ‘IT’S EVIL’After those murders, Holland said more witnesses came forward. “These witnesses indicated that in the late 1990s Michael Gargiulo had admitted that he had killed a girl in Chicago.”Holland said someone known as “Witness A” “accompanied Gargiulo, and another individual to get rid of knives that Gargiulo possessed. Gargiulo admitted to witness ‘A’ that he was afraid that police were coming after him.” He added that another person who came forward, known as “Witness C,” said that Gargiulo had told him he had “buried the b—-. The Democratic National Committee flew four planes carrying banners with anti-Trump messaging over college football games in four major swing states in the upcoming election on Saturday, it announced.  The four stadiums set to see the banners are Michigan Stadium at the University of Michigan, Sanford Stadium at the University of Georgia, Beaver Stadium at Pennsylvania State University and Camp Randall Stadium at the University of Wisconsin. Photographs on social media show the DNC made good on its promise in Pennsylvania.The planes flying over Michigan and Penn State seek to tie Trump and running mate JD Vance to the far-right manifesto Project 2025, created by the Heritage Foundation. Trump has disavowed Project 2025 multiple times and says he has no intention of implementing its full policy list if he does win the election. A foreign minister who served under former Brazilian President Jair Bolsonaro called on the Biden administration to condemn his country’s ban on social media platform X, saying the U.S. has a ‘responsibility’ to speak up. Ernesto Araújo, who served as foreign minister under Bolsonaro from 2019 to 2021, said the U.S. has a ‘responsibility to be the reference point for democracy, for rule of law, for freedom in the hemisphere.’ But the White House has been silent for too long, he said, and it’s hesitation to advocate for free speech predates the ban on X, he said.”The Biden administration is not living up to that – have not lived up to that for a long time – and about what is happening in Brazil, because the banning of X is not something out of the blue,” Araújo told Fox News Digital. “It’s one more step, after many steps, of curtailing basic rights and destroying the rule of law, destroying democracy in Brazil, something perpetrated by the Supreme Court, by a good portion of the political class, and the administration never did anything.”ELON MUSK GETS SURPRISING DEFENDER AFTER X WAS BANNED IN BRAZIL: THE WASHINGTON POSTBrazilian Supreme Court Justice Alexandre de Moraes last week banned X after the company failed to appoint a legal representative in the country, leading to the “immediate, complete and total suspension of X’s operations” in Brazil. The ban will remain in place “until all court orders . . . are complied with, fines are duly paid and a new legal representative for the company is appointed in the country,” according to The Guardian. X, under outspoken owner Elon Musk, has refused to comply following Moraes’s order to ban several accounts related to individuals involved in an alleged attempted coup last year. The powerful judge alleged that these accounts have spread misinformation and represent a threat. NFL DEBUT IN BRAZIL MARRED BY CONCERNS OVER SAFETY, STREAMING, SOCIAL MEDIA BAN AND THE COLOR GREENMusk accused the judge, an ally of Brazilian President Luiz Inácio Lula da Silva, of attacking free speech and said the order violates the Brazilian constitution. He further alleged in a post on X that the judge had targeted his platform “for political reasons.” The White House has remained silent on the issue, and it declined a Fox News Digital request for comment. The U.S. State Department has also not issued any comments regarding the decision. “I think the U.S. has this kind of international responsibility in the world – in the hemisphere, for sure,” Araújo said. “It should be an ally of those who are trying to protect freedom and not those who are destroying freedom.””So I see a lot of sympathy from the Biden administration, from the Democratic Party, for the wrong people in Latin America,” he added. “It’s not a question of right or left, it’s a question of those who just claim to be for democracy.” VENEZUELAN DICTATOR DEPLOYS BIZARRE DISTRACTION AS COUNTRY REMAINS IN TURMOIL AFTER ELECTIONThe order has not gone over well in Brazil, with the country heavily divided over the resulting ban. Many users have jumped ship to other platforms – mainly rivals Bluesky and Threads. The Brazilian user base for X is one-fifth and one-sixth that of Instagram and TikTok, respectively, but the platform has served as a major nexus for news agencies and political and thought leaders, giving it an outsized influence. Izabela Patriota, the director of development of the Ladies of Liberty Alliance and head of its Brazil section, told FOX Business that protests would materialize on Saturday, which coincides with Brazil’s Independence Day celebrations. While many Brazilians have found alternative social media outlets, former officials and allies of Bolsonaro argue that the ban sets the stage for further bans. Patriota fears that the courts could eventually take similar actions against the other platforms and services should the justices determine they also posed a threat. He would then pay visits to the local precinct heads — many of whom are also under federal investigation, according to the report.On Wednesday, the FBI raided the homes of both Cabans, First Deputy Mayor Sheena Wright, Deputy Mayor for Public Safety Philip Banks III and former NYPD official Timothy Pearson, who now advises Mayor Eric Adams on public safety, and seized their electronic devices, the report added, noting that the officials were subpoenaed as part of a corruption investigation in connection with influence peddling.Last year, federal agents seized Adams’ devices as he was leaving an event in Manhattan and raided the home of one of his top fundraisers. The U.S. Air Force Academy in Colorado has launched an investigation after a 19-year-old cadet was found dead in her dorm room this week. Cadet 4th Class Avery Koonce, 19, of Taylor, Texas, was “found unconscious in her dormitory” on Wednesday night and attempted life-saving measures by first responders were unsuccessful, the Academy said in a statement. Tim Walz’s administration in what effectively was a “sue and settlement” scheme by a left-wing interest group representing a transgender prison inmate, a new watchdog report concludes. According to public records reviewed by the taxpayer watchdog group OpenTheBooks.com and first shared with the New York Post, Walz’s office allocated nearly $200,000 to Gender Justice, a progressive legal nonprofit focused on “gender equity,” one year after the organization filed a sex discrimination complaint against the Minnesota Department of Corrections (DOC). The complaint alleged the DOC discriminated against a biological male inmate known as Christina Lusk for not placing her in a women’s prison and rejecting requests for sex-change surgeries.TRANS INMATE WHO KILLED BABY AND IDENTIFIES AS MUSLIM WOMAN SUES CHAPLAIN FOR ALLEGEDLY NOT ALLOWING HIJABPrior to an arrest in December 2018 after being charged with possession of meth and sentenced to a five-year term, Lusk underwent hormone therapy and sought “bottom surgery” to remove her male genitalia.As of Jan. 31, Lusk was released from state custody and placed under supervision. The settlement reached in this case involved a total of $495,000 distributed among three parties. Lusk received $245,903.72, Gender Justice was allocated $198,000 and Robins Kaplan LLP received $51,096.28 for legal fees.In 2023, records provided by OpenTheBooks indicate that Gender Justice received $448,904, which includes payments from the DOC and the $5,000 from the Minnesota Department of Education, though further details about the latter amount were not explored.The settlement also led to an update in policy that avoided the legislative process, with Minnesota’s DOC agreeing to adopt World Professional Association for Transgender Health (WPATH) Standards of Care for treating inmates with gender dysphoria on the taxpayer dime.BIDEN SLAMMED ON SOCIAL MEDIA AFTER ANNOUNCING TRANSGENDER DAY OF VISIBILITY ON EASTER SUNDAYRobins Kaplan LLP, the law firm involved, contributed over $22,000 to Walz’s gubernatorial campaign, including donations from Chair Emeritus Elliott S. Earlier this year, Colorado became the first state in the country with segregated holding cells for transgender women in prison. After a class-action lawsuit was filed by several transgender inmates in 2019 against the Colorado Department of Corrections (CDOC) alleging discrimination, harassment and assault, a judge signed off on a consent decree that would bring further changes, including surgical sex changes and hormone treatment, to the state’s penitentiary.Several of the plaintiffs who sought judicial approval of the consent decree are serving life without parole for homicide and assault, according to court documents obtained by Fox News Digital. In June, health officials in the Biden administration urged WPATH to omit the age limit in its guidelines for transgender surgical procedures for adolescents – and succeeded – according to unsealed court documents.

New technology could make it significantly easier to monitor patients’ vital health signs.Engineers at the University of California San Diego have developed an electronic finger wrap that monitors important chemical levels — such as glucose, vitamins and even drugs — using only human sweat, the university stated in a news release.The wearable innovation is said to be as easy as wearing an first demonstration of a complete zero-electric powered sweat (extraction and sensing) platform that enables non-invasive monitoring of multiple biomarkers to support a wide range of practical scenarios in personalized health care monitoring and wellness management,” Dr. Joseph Wang, PhD, a professor in the Aiiso Yufeng Li Family Department of Chemical and Nano Engineering at UC San Diego, told Fox News Digital in an email.The wearable apparatus wraps snugly around the finger and draws its power from the fingertip’s sweat, according to the researchers. “Fingertips, despite their small size, are among the body’s most prolific sweat producers, each packed with over 1,000 sweat glands,” the news release stated.The device is constructed from electronic components and printed on a thin, flexible and stretchable polymer material. MAJOR HEALTH ORGANIZATION MAKES STARTLING HEART DISEASE PREDICTION: ‘NEAR-PERFECT STORM’It conforms to the finger and is “durable enough to withstand assess “the real-time performance of the sensors and energy-harvesting system.”Biomarker levels can be automatically monitored from the sweat for on-demand health tracking, Ding added.Fingertip glands can produce 100 to 1,000 times more sweat than most other areas of the body, even during rest, according to the researchers.  “This constant trickle of natural perspiration — without any stimuli or physical activity — offers a reliable energy source, fueling the device even during periods of inactivity or sleep,” they stated.Ding added, “Autonomous power, sensing and treatment all in one device
