NH court sides with public school districts in education spending case




New Hampshire should be spending at least 80% more per pupil on public schools, a judge said Monday in one of two rulings that could force significant changes to education funding. Lawmakers have been grappling with the issue for decades after the state Supreme Court ruled in the 1990s that the state is required to provide and pay for an adequate education. In response, the Legislature began sending each school district a set amount of aid per pupil — currently $4,100. Actual costs are much higher, however, and local property taxpayers make up the difference, with wide disparities due to differences in property wealth between communities. JUDGE TOSSES NEW HAMPSHIRE TEACHERS UNION BID TO SHOOT DOWN VOUCHER PROGRAM Conval Regional School District and 17 others challenged the base amount in court in 2019, and after a trial in April, Rockingham County Judge David Ruoff agreed with them Monday that the current allocation is unconstitutional. While the plaintiffs argued aid must be increased to at least $9,900 per pupil, Ruoff declined to set a definitive amount but said it should be at least $7,356. In his order, Ruoff said while he is mindful that the Legislature has the final say, school funding is a “complicated and politically-charged issue with a history that suggests some level of judicial intervention is now necessary.” He suggested politics have impeded the state’s duty to children, but said “that ends today.” NEW HAMPSHIRE’S RECOVERY-FRIENDLY WORKPLACE PROGRAM EXPANDS TO NATIONWIDE INSTITUTE In a separate case, Ruoff also found the state has violated the constitution by not redistributing excess money collected via the statewide education property tax from wealthier towns to poorer communities. The rulings are likely to be appealed. A spokesperson for the attorney general’s office, which represented the state, said officials were reviewing the orders and considering next steps. Kimberly Rizzo Saunders, superintendent of the Conval Regional School District, said the court recognized the substantial evidence offered by plaintiffs. “Today’s decision reflects what has been apparent for years: that the State of New Hampshire has not lived up to its legal and moral obligation to adequately fund public education,” she said in a statement.

Peter Spellos, “Transformers: Robots in Disguise” and “American Dreams” actor, died on Sunday. He was 69. James Spellos, his younger brother, confirmed to Fox News Digital, that Peter is “at peace after a short but very painful battle with pancreatic cancer.” In addition to working in film and television, Peter was an accomplished voice actor and was known for voicing Cyberon in “Eagle Riders” which also featured Bryan Cranston and Mona Marshall. He voiced Sky-Byte in 39 episodes of the animated “Transformers” series. “Peter was surrounded by friends and family, as well as showered with loving messages from fans around the world throughout this difficult time,” Jennifer Smith, reportedly one of Spellos’ acting students who has power of attorney, told People. A Palestinian journalist working for NBC News was reportedly arrested by Israeli authorities Thursday “on suspicion of inciting terrorism and identifying with a terrorist organization.” The Jerusalem Post reported Saturday that Marwat Al-Azza, a freelance producer living in East Jerusalem, was taken into custody in response to her social media posts about the Oct. 7 attacks by Hamas.  “These are very serious offenses during a time of declared war when the respondent lives and makes a living in the same country that is under attack and yet chooses to incite and glorify the horrible acts committed against civilians,” a police spokesperson stated in court, per the Post.  The paper reported that Al-Azza was cooperating with authorities during her arrest and she admitted the posts were accurately attributed to her. I believe that in the things attributed to her, she cooperated fully.” According to Haaretz, on Oct. 7 Al-Azza wrote on Facebook about an elderly woman who was kidnapped, “It’s killing me, it’s a black comedy, the old woman looks happy, a bit of action before she dies.”

She also reportedly posted: “Sirens all the time, the Jews are hiding and the Arabs are out drinking coffee on their balconies,” and “I feel like I’m watching a movie where the director is Palestinian and the protagonists are from Gaza.” An NBC News spokesperson told the Post “The investigation of Ms. Azza is unrelated to NBC News. It is based on her personal Facebook posts that predate her time with us as a freelancer. We were not aware of those posts before we engaged Ms. Azza four weeks ago. She will not be contributing to our coverage going forward.”  PROGRESSIVE WESTERN WOMEN CONVERTING TO ISLAM, SHARING REASONS ON SOCIAL MEDIA SINCE 10/7 HAMAS ATTACK  The New York Post reported Monday that the journalist was hired by NBC News “around Oct. 21,” according to network sources.  NBC News did not immediately respond to Fox News Digital’s request for comment. The arrest comes as Western news organizations are facing intense scrutiny over the Palestinian journalists they’ve hired for coverage of the ongoing Israel-Hamas war.  CNN recently cut ties with freelance photojournalist Hassan Eslaiah after an image resurfaced on social media showing him taking a cozy selfie with a Hamas leader.

The former White House physician for Presidents Obama and Trump expressed concern Monday about President Biden’s health and mental acuity as the president turns 81. Rep. Ronny Jackson, R-Texas, said on “FOX & Friends” that the growing concerns, including from the left, are valid.  “I’ve been saying for quite some time now, when he was candidate Joe Biden, that I didn’t think that he had the cognitive ability to do the job,” said Jackson.  Additionally, Jackson emphasized that Biden has “degenerated” over the last three years.  AXELROD DOUBLES DOWN ON CRITICISM AFTER BIDEN REPORTEDLY CALLS HIM ‘PR—’: ‘THIS HE CAN CHEAT NATURE’ “He’s got these people that surround him that are inappropriately encouraging him to continue to run because it builds up who they are and what they do. From his experience as a White House physician, Jackson said the job of president is too demanding for Biden. “He can’t do this at all,” Jackson told host Steve Doocy, warning that Biden cannot perform the duties of a commander-in-chief and run for re-election in his current state. Jackson joked that Biden’s aides should convince him that he’s at the end of his second term. Jackson, who is supporting Trump’s 2024 bid, spoke after Texas Gov. Greg Abbott joined the 45th president at a rally and offered his endorsement. “Today, I am proud to endorse Donald J. Trump for President,” Abbott said in a post on X, formerly known as Twitter. “Now more than ever, America needs a President who will secure the border and prioritize national security. President Trump is the clear choice to get the job done.” The former president, 77, joined the governor in Edinburg, Texas on Sunday for Abbott’s annual pre-Thanksgiving tradition of serving tamales to Texas Department of Public Safety troopers and Texas National Guardsmen deployed along the southern border under the governor’s Operation Lone Star program.  Trump pledged to launch the largest mass deportation effort in American history if he is re-elected and would reinstate travel bans and his 2019 “Remain in Mexico” program, which forced non-Mexican asylum seekers aiming to enter the U.S. at the southern border to wait in Mexico for the resolution of their cases. A growing number of young, progressive Western women are converting to Islam, citing the Israel-Hamas war as motivation for the conversion – and they’re documenting their journey on social media.  Hoover Institution research fellow Ayaan Hirsi Ali issued a warning on the new trend during “America’s Newsroom,” arguing young women are “throwing away” their freedom with the decision.  “You are converting to throwing away your freedoms as a woman,” Ali told Dana Perino on Monday. “Islamic scripture, Islamic law, Sharia law and Islamic practice is crystal clear about the position of women, and it’s inferior to men. Your testimony is half that of a man. Your husband can beat you. You have absolutely no freedom.” AMERICAN JEWS EMBRACE THEIR FAITH AND TRADITIONS IN WAKE OF TERROR ATTACK, SURVEY OF RABBIS REVEALS “Everything is about your guardian having authority over you. First your male father, and then later on your male husband, and if those aren’t even available, even your own male son has authority over you,” she continued. “So if that’s what they want to revert to, good luck with that.” The left-leaning women making the decision to convert have shared their religious diversion on TikTok, with many wearing the hijab, reading the Quran, attending pro-Palestinian protests and even learning Arabic as they accuse Israel of genocide.  One activist, Alex, who is a self-proclaimed “leftist queer gremlin,” took her shahada shortly after purchasing the Quran, to officially dedicate herself to the Islamic faith.  She was supposedly inspired by another social media user, Megan Rice, after she detailed the Palestinians’ “ironclad faith” in wake of the war. She claimed Israel’s retaliation after October 7 spurred her interest in conversion.  Now, she wears a hijab and holds live readings of the Quran after founding the virtual World Religion Book Club.  But even as critics say the trend is a “rebellion” against Western culture, Ali argued the renewed interest in the religion is symbolic of a “confused” generation that is battling “moral dislocation.” “I think that’s a manifestation of the moral dislocation of the West that we’re going through,” Ali said. “I think we’ve failed these young people… Campuses are politicized. They use the word hate this and safe to death, but it’s really the introduction of a political ideology that is anti-Western. It’s anti-American. It’s all about tearing things down.” “Now you have a generation… the latter numbers, the ones who are born later, the millennials and then the Gen Zs, who are completely and utterly confused about who they are and where they stand,” she continued.  CORNELL UNIVERSITY GRADUATE STUDENT’S UNION OVERWHELMINGLY VOTES TO JOIN UNION WITH STRONG ANTI-ISRAEL TIES War has raged in the Middle East since Hamas massacred more than 1,200 Israelis on October 7. What happened to young women on the 7th of October wasn’t the secret. It’s not something that you have to investigate. Hamas paraded these women, the rapes, all of that is on these GoPro cameras, and it’s there for the whole world to see.” “It’s shocking that women are converting to Islam after they’ve seen those images,” she continued. “The MeToo movement is completely silent on this. All other prominent Western feminists are completely silent on this, but every weekend and every week now, we see hundreds of thousands of people, well-educated, privileged, who call themselves progressives marching – for what? The Los Angeles Police Department is seeking a serial robbery suspect, accused in a string of follow-home-style robberies in the past year and a half, who is considered armed and dangerous after shoving the barrel of a handgun into a victim’s stomach captured on harrowing surveillance video taken from an apartment building parking garage. Dashwan Dow, 20, has been arrested and released five times in that span, police said over the weekend. Investigators have identified him as the tall, gun-toting man seen in the Oct. 10 surveillance video showing a gunpoint robbery in a North Hollywood parking garage. The 40-second clip released by police shows a man in a dark hoodie run toward two people in the corner of a parking garage around midnight.  HOLLYWOOD HEADLESS TORSO SUSPECT SAM HASKELL ‘PARANOID’ WEEKS BEFORE BODY FOUND IN DUMPSTER, FRIEND SAYS The male victim resists at first, until a second robber runs into view. As he struggles with the new arrival, the armed man confronts the woman, taking something from her pocket as his accomplice appears to try prying the man’s watch off his wrist. Then both assailants turn their attention to the male victim, and the taller one shoves the barrel of a handgun into his stomach.  They appear to rob him, toss a few unwanted items on the ground and run away. Days earlier, police allege that Dow was involved in another follow-home robbery, also in North Hollywood, in which he stalked a couple while driving a gray Maserati and, along with an armed accomplice, shook a man and woman down for money and jewelry. Police say Dow is a person of interest in more than one additional active investigations and that he should be considered armed and dangerous. Los Angeles District Attorney George Gascon’s office did not immediately respond to a request for comment, although at a debate with a half-dozen Democratic primary challengers last week he called the issue of rising crime in LA “fake news.” “The policies of George Gascon have failed us all,” said Jonathan Hatami, a deputy district attorney who is running to unseat his boss in next year’s election. “No consequences and no accountability just emboldens individuals like Dow.” A similar case, he said, involves a repeat robbery suspect who bailed out twice on robbery charges in August before being accused of killing someone in September. “This shouldn’t be this way,” Hatami said. “Gascon should be ashamed.”  Fox News’ Bonny Chu contributed to this report.

International pop star Shakira has agreed to a deal with prosecutors in Barcelona in her tax fraud case, avoiding time in prison. The Colombian singer was facing six counts of failing to pay the Spanish government 14.5 million euros ($15.8 million) in taxes between 2012 and 2014. Prosecutors sought an eight-year prison sentence in addition to a 24 million euros ($26 million) fine, but on Monday, the first day of her trial, she agreed to the deal that left her with a three-year suspended sentence and a much smaller fine. She had previously rejected a plea deal last year, but continues to maintain her innocence. In a statement obtained by Fox News Digital, the singer explained, “While I was determined to defend my innocence in a trial that my lawyers were confident would have ruled in my favor, I have made the decision to finally resolve this matter with the best interest of my kids at heart who do not want to see their mom sacrifice her personal well-being in this fight.” SHAKIRA CHARGED WITH TAX EVASION FOR 2ND TIME, OWES SPANISH GOVERNMENT $7.1M IN TAXES: PROSECUTORS “Throughout my career, I have always strived to do what’s right and set a positive example for others. The star previously appealed the charges, but a court struck down her request in May 2022. Under the deal reached, Shakira is to receive a fine of 7 million euros ($7.6 million) in addition to the suspended three-year sentence. She will also pay an additional fine of 432,000 euros ($472,000) related to the sentence. “I need to move past the stress and emotional toll of the last several years and focus on the things I love – my kids and all the opportunities to come in my career, including my upcoming world tour and my new album, both of which I am extremely excited about. I admire tremendously those who have fought these injustices to the end, but for me, today, winning is getting my time back for my kids and my career,” her statement concluded. SHAKIRA BEGS FOR SONS TO BE LEFT ALONE AFTER ENDURING ‘INCESSANT HARASSMENT’ Had an agreement not been reached, the trial would have included more than 100 witnesses over the next several weeks. Shakira is still facing separate tax evasion charges based on her 2018 income. Those charges were officially filed in September, where she was accused of not paying 6.7 million Euros ($7.1 million) to the Spanish government.  Prosecutors have accused her of using an offshore company based in a tax haven to avoid paying the tax. New York Jets legend Joe Namath was accused of turning a blind eye to the sexual abuse that was happening at his football camp more than 50 years ago. Philip Lyle Smith, who filed the lawsuit in 2019 under the name “John Doe,” spoke out publicly for the first time about the horrifying ordeal. He told the New York Post in a story published Sunday night that Brooklyn Poly Prep Country Club football coach John Foglietta was allowed to repeatedly attack Smith at the camp starting in 1972, when he was just 12 years old. Foglietta was later revealed to be a serial sexual abuser at the school where he worked and sparked a massive 2012 settlement with several sex abuse victims. He died in 1998. He said Foglietta used the special treatment to justify his sexual abuse. The law temporarily reopened the statute of limitations to allow alleged victims to file civil lawsuits against companies and individuals. He said in the lawsuit Foglietta had him sleep in his bed, and camp counselors went as far as to insist that he do so. He said Foglietta told him that because he was not actually playing in camp, he would have to stay in his room. The camp was usually for high school students. BILLS’ TAYLOR RAPP LEAVES GAME IN AMBULANCE AFTER SUFFERING SCARY NECK INJURY Among the graphic allegations, Smith said Foglietta would masturbate in front of him and tried to masturbate him, but he was only 12 years old and “couldn’t achieve an erection.” He said Foglietta would show him pornographic magazines at the camp and then the next morning would act like nothing happened. He said he was “violated manually for the first two to three years.” Smith said the Penn State sex abuse scandal got him to open up about his abuse to his wife. He amended his lawsuit in 2021 and accused Namath, Dockery and others of negligence, inadequate security, breach of duty, assault, battery and causing emotional distress. He is seeking unspecified damages. Lawyers for Namath and Dockery did not respond to Fox News Digital’s request for comment. A new media report claims “tensions were evident” between the Obama and Biden camps at the former’s nonprofit’s democracy forum earlier this month, with some feeling President Biden received insufficient support at the event from his old boss as he seeks to unite the Democratic Party. “The takeaway of the weekend was not, ‘Hey team, we’re got to get the band back together to help Biden out,’” one attendee told the Washington Post. “If this is a supposedly existential threat and democracy is so challenged, then why aren’t you being more overt about it.” Former President Obama and thousands of former staffers gathered in Chicago earlier this month to mark the 15th anniversary of his election victory in 2008, and the Obama Foundation’s forum was pegged to the event to explore “issues critical to strengthening democracy.” Obama gave a speech and also an interview to the left-wing podcast “Pod Save America,” hosted by some of his former staffers, that weekend.  In the interview, Obama didn’t mention Biden once, even while discussing threats to democracy; as the Post put it, he “eschewed several opportunities to promote his former running mate’s campaign,” which is facing alarm over surveys showing him behind former President Trump. Obama’s speech only mentioned Biden twice and not in the context of the election.  CLINTON POLLSTER SUGGESTS ‘INTERNAL FRICTION’ BETWEEN OBAMA, BIDEN CAMPS AFTER TRUMP-FRIENDLY SHOCK POLL “At the Chicago forum, multiple attendees also noted the pointed absence of any meaningful cheerleading for Biden, who had served eight years as Obama’s vice president,” the Washington Post reported. “Several attendees said the tensions were evident.” An Obama spokesperson noted to the Post that as a nonprofit, the Obama Foundation is prohibited from partisan political activity.  The report also noted Biden campaign officials gave an off-site presentation to worried Democrats that same weekend in Chicago about his path to victory in 2024. While the polls are making some party members panic, Democrats did score several key election victories earlier this month, winning the Kentucky governor’s race and the hotly contested Virginia legislature, as well a major abortion initiative in Ohio. The Washington Post reported on the continued efforts of the Biden campaign to assuage alarmed party members and supporters over polling showing him trailing former President Trump and concerns about one issue in particular Biden cannot control: his age. Already the oldest president in American history, Biden turned 81 on Monday and surveys have repeatedly shown public angst over his viability for the job. AXELROD DOUBLES DOWN ON CRITICISM AFTER BIDEN REPORTEDLY CALLS HIM ‘PR—’: ‘THIS HE CAN CHEAT NATURE’ The White House didn’t immediately respond to a request for comment. One of the top figures in Obama’s successful campaigns has become a true thorn in Biden’s side: David Axelrod. The longtime Democratic strategist has made headlines by raising concerns about Biden’s re-election prospects; at one point, Axelrod even pondered if it was “wise” for Biden to run again. Axelrod has made enough of a ruckus that Biden reportedly has called him a “prick” in private. Axelrod told New York Times columnist Maureen Dowd in a piece published Sunday that he didn’t care as long as Biden’s orbit took the polling seriously. “I don’t care about them thinking I’m a prick — that’s fine,” Axelrod told Dowd. “I hope they don’t think the polls are wrong, because they’re not.” “I think he has a 50-50 shot here, but no better than that, maybe a little worse,” Axelrod added. “He thinks he can cheat nature here and it’s really risky. They’ve got a real problem if they’re counting on Trump to win it for them. Later, the Bidens will continue holiday festivities by accepting the delivery of the official White House Christmas tree – an 18-and-a-half foot Fraser fir from Fleetwood, North Carolina. The event marks the unofficial start of the holiday season in the nation’s capital and will be held on the South Lawn this year instead of the Rose Garden. From there, Biden will eat his Thanksgiving turkey with his family on Nantucket, a Massachusetts island, continuing a long family tradition.  MCCARTHY MAKES STUNNING ADMISSION ON BIDEN IMPEACHMENT INQUIRY: THE FACTS HAVE LED ‘EVEN CLOSER’ Liberty and Bell will be spared in a tradition that dates back to 1947, when the National Turkey Federation, which represents turkey farmers and producers, first presented a National Thanksgiving Turkey to President Harry Truman. Markus Platzer, the Willard’s general manager, called the turkeys “very special guests of ours” and said the hotel’s involvement is its “highlight of the year.” The Willard has housed turkeys for such events for more than 15 years, he said. “There are so many bad things going on globally that this is something where everybody, you know, brings a smile [to] the face of the people, at least for a few minutes,” Platzer said Sunday. Two people were killed Sunday in a shooting at a Walmart store in Anchorage, Alaska, and the gunman has not yet been taken into custody, according to police. Anchorage police said officers responded just after 5 p.m. Sunday to the Walmart parking lot near Dimond Boulevard following reports of a shooting. When officers arrived at the scene, they found a man and a woman had both been killed in the shooting. A firearm was also recovered. The victims’ identities have not been released. 2 COAST GUARD MEMBERS IN ‘SERIOUS’ CONDITION AFTER ALASKA HELICOPTER CRASH Police said the circumstances of the shooting are unclear at this time, but it is believed to be an isolated incident. No arrests have been made in connection with the shooting and a suspect has not been publicly identified. ALASKA MAN DEAD AFTER FLEEING TRAFFIC STOP, SHOOTING AT OFFICERS Anyone with information related to the shooting, or with surveillance footage of the area, is asked to call dispatch at 3-1-1 (option #1) or 907-786-8900 (option 0). In an appearance on “The Kelly Clarkson Show,” Stewart revealed she had “canceled” the Thanksgiving dinner she’d been planning to host because several of her guests were backing out – and also because she’s already “turkeyed out.” “I gave up Thanksgiving,” she admitted when Clarkson asked her if she had any special plans. “Nine guests canceled because somebody got sick, so I called up my chef friend and said, ‘We’re not doing Thanksgiving.'” She added, “And I’ve also cooked up 14 turkeys already for my TV show.” “You’ve kind of done it,” Clarkson told her. Stewart agreed and said she still had to cook a 15th turkey for an appearance on another talk show. “I am turkeyed out,” she said. An Atlanta mom is alleging that her 7-year-old autistic son was slapped by his teacher inside a classroom. The alleged assault took place at Cleveland Avenue Elementary School on Nov. 8. Police and officials with Atlanta Public Schools are investigating the incident. “I don’t know what could’ve caused this lady to react in a way that she felt so threatened by my three-foot-tall child,” Reginique Stinson told FOX 5 Atlanta. Her son, Gabriel, was allegedly struck by the teacher inside his classroom so hard that another teacher heard it and reported it, Stinson was told after the incident. ATLANTA OFFICER FIRES GUN INSIDE HOSPITAL WHILE CHASING VEHICLE THEFT SUSPECT “I just can’t imagine how my son could’ve felt in that moment. He’s never experienced something like that. I don’t hit my child,” Stinson said. “I feel like she definitely took advantage of the fact that he’s non-verbal in hitting him because she knew he can’t really speak up for himself.” APS school officials told FOX 5 that the district’s Office of Employee Relations and Atlanta Public Schools Police have opened investigations into the alleged slap. Stinson said she received few details about the incident and that she has since observed a change in her son’s behavior. GQEORGIA SCHOOL DISTRICT MOURNS TEACHER FATALLY SHOT IN ATLANTA BY UNKNOWN SUSPECT “Outside of me dropping him off, my sister drops him off, and she was like, ‘He didn’t want to go into his classroom,'” she explained. Stinson is calling on the district to better train teachers with special education students and urging APS to install cameras inside all classrooms. She also said she has taken her son out of that class and is considering moving him to another school. It is unclear what the teacher’s employment status is after the slap.
